General Description
The Construction Quality Assurance Committee deals with issues related to the quality of the construction process with an emphasis on testing and inspection issues.  This has resulted in the Committee developing Guidelines for Special Inspection & Structural Observation and Guidelines for Welding Procedure Specifications.  The committee has also been active in developing and commenting on code changes related to the committee’s scope.

  The Committee also acts as an unofficial interface with the local Testing and Inspection Agencies.

Charges
  1. Complete “Guidelines for Concrete Mix Design Review”. This Guideline will provide guidance on how to improve the quality of concrete mix-design reviews and how to improve the process.
  2. Complete a guideline document for special inspection of wood framing. The California Building Code now requires special inspection for wood construction that is a part of the lateral system in a number of cases. There is a need by both the Inspection Agencies and the design engineers to understand what this entails. This is complicated by the fact that Engineers tend not to have specific inspection expertise and there is no certifications for the special inspectors.
  3. QA Code issues. Working with the Structural Standards Committee, SEAOC Code Committee, and NCSEA’s CAC subcommittee on Special Inspection and Structural Observation, propose code changes to Chapter 17 of the 2012 IBC and review and comment on changes proposed by others.
  4. Develop newsletter articles.
  5. Coordinate with the efforts of SEAOSC Quality Assurance Committee.
