The SEAONC Continuing Education Committee presents a two-part seminar on
ASCE 41-23 Code Updates
This technical presentation aims to highlight and explore some of the key changes in the Seismic Evaluation and Retrofit of Existing Buildings standard that is now referenced in the 2025 California Existing Building Code. Night 1 of this series will cover seismic hazard and analysis updates, masonry updates, concrete updates, and ACI 369.1. Night 2 will cover updates to the Tier 1 and Tier 2 procedures, key updates to foundation previsions and shallow foundation acceptance criteria, and major updates to steel requirements.

Bob Pekelnicky, S.E.
Bob Pekelnicky, S.E. is a Senior Principal and Director of Technical Advancement at Degenkolb Engineers in San Francisco. A recognised expert in earthquake engineering, He chairs the ASCE 41 Seismic Evaluation and Retrofit Committee and is an active member of the ASCE 7 Minimum Design Loads and Criteria for Buildings and Other Structures Committee. He also chairs the General Structural Requirements Subcommittee and is a member of both the Steering Committee and the Seismic Subcommittee. He was a key contributor to the National Institute of Standards and Technology (NIST) Disaster Resilient Community Guidelines.
Bill Tremayne, S.E.
Bill Tremayne, S.E. has over 25 years of experience in the fields of structural and earthquake engineering. His areas of expertise include nonlinear analysis and performance based seismic design. Bill is Holmes’ US Director of Design and is responsible for leading the firm’s Technical Development initiatives, including developing and implementing industry-leading ideas, processes, technology and project-specific solutions. He is committed to the development of building codes, standards, and industry . This includes serving on the ASCE 41 Steering Committee and chairing the Masonry Subcommittee for the next update to this standard.
Garrett Hagen, S.E.
Garrett Hagen, S.E. is a Principal at Degenkolb Engineers in Orange County, California. His practice focuses on the seismic evaluation and retrofit of existing buildings - including historic rehabilitation, non-ductile concrete, and healthcare and education facilities - as well as new design for science and technology clients. He participated in post-earthquake reconnaissance teams following the 2016 Taiwan and 2017 Mexico City earthquakes and contributed to drafting guidelines supporting Los Angeles ordinances on non-ductile concrete and soft-story buildings. Garrett co-chairs the SEAOSC Existing Building Committee and chairs ACI Committee 369-D.
