Introduction to California Residential Mitigation Program and Earthquake Multi-Unit Retrofit Program

Join SEAONC CEC for a presentation by Janiele Maffei, S.E., Chief Mitigation Officer for the California Earthquake Authority (CEA), providing an overview of California's residential earthquake mitigation efforts. Through the California Residential Mitigation Program (CRMP), over 39,500 homes have been retrofitted to address FEMA P-1100 vulnerabilities via the Earthquake Brace + Bolt (EBB) and Soft-Story (ESS) programs. The presentation will also review post-earthquake performance data from the Napa and Ferndale earthquakes, comparing the structural outcomes of un-retrofitted versus retrofitted properties. Additionally, Janiele will introduce the upcoming Earthquake Multi-Unit Retrofit (EMR) grant program, opening for registration on August 19, and outline available resources for structural engineers and community leaders.

About the Speaker

Janiele Maffei

Janiele Maffei, S.E. is Chief Mitigation Officer for the California Earthquake Authority (CEA) and one of the driving forces behind the California Residential Mitigation Program (CRMP), which launched in 2011. Through CRMP, she has helped secure retrofit funding for more than 39,500 California homes, significantly reducing earthquake risk in vulnerable communities. Her commitment to seismic safety was shaped by her post-Northridge earthquake research with Degenkolb Engineers, where she worked directly with homeowners and witnessed the devastating impact on homes built before modern building codes. She has led the expansion of programs including Earthquake Brace + Bolt (EBB) and Earthquake Soft-Story (ESS), and now leads the development of the new Earthquake Multi-Unit Retrofit (EMR) program. A sought-after speaker and thought leader throughout California, Janiele is dedicated to advancing awareness, strengthening partnerships, and expanding access to programs that help property owners better prepare for the next major earthquake.
