2019 California Building Code Updates
Come learn about updates to the recently adopted 2019 California Building Code and stay current with your building code knowledge. The seminar will cover a broad variety of updates from loading to material specific provisions.
Night 1, March 11th:
Seismic Related Updates to ASCE 7-16: Rafael Sabelli, SE – Walter P Moore
- The 2016 edition of ASCE 7 as now the standard used in the California Building Code, replacing the 2010 edition. The latest edition includes numerous changes related to seismic design, including changes to the seismic spectrum, diaphragm-design methods, and nonlinear response-history analysis. The presentation highlights the new material and changes in the standard.
Changes to AISC 341 Seismic Provisions for Structural Steel Buildings: Jim Malley, SE - Degenkolb
- This presentation will discuss the major new features of the 2016 AISC Seismic Provisions (AISC 314-16), which is included by reference in ASCE 7-16 and therefore the 2018 IBC structural provisions, hopefully assisting in making the transition to this new standard. The latest edition of AISC 341, dated 2016, has been available since 2017. The document has significant technical modifications including new material specifications, use of steel braced diaphragms, new column splice details, requirements for SCBF gusset plate welds, and application of demands on columns that participate in intersecting frames. In addition, discussion of significant new provisions related to the seismic design of multi-tier braced frames will be provided. A new composite shear wall system has also been developed. Some high-level discussion of changes to AISC 360 “Specification for Structural Steel Buildings” will also be presented, as will any California specific changes that are included in the 2020 California Building Code.
2019 CBC Changes to Cold Formed Steel Design: Jeff Ellis, SE – Simpson StrongTie
- Changes to the 2019 CBC for cold-formed steel design include a reorganization of the AISI specification and consolidation of most of the AISI framing standards into two standards. These changes are to improve understanding, use, and development as well as for better harmony between the AISI and AISC provisions. Additionally, there are some significant technical changes for the design of cold-formed steel. This presentation will discuss the reorganization and technical changes so the attendee’s may update their CFS design and detailing practices accordingly.
Night 2: March 18th:
Geotechnical Updates relating to Structures in ASCE 7-16: Debra Murphy, PE & Darcie Maffioli, PE/GE – Slate Geotechnical
- Each new code cycle introduces updated approaches to performing geotechnical and ground motion analysis. The recent adoption of the 2019 CBC comes with notable changes in the assessment of foundations particularly for sites subject to liquefaction and the derivation of code derived and site-specific response spectra. We will present to you an overview of these changes and a synopsis of what to expect from CBC 2019 compliant geotechnical recommendations.
2019 CBC DSA Amendments – Structural Safety: Bryan Frank, SE - DSA
- The Division of the State Architect (DSA) is the jurisdictional authority in the state of California for the approval of plans and supervision of construction at public K-12 schools, community colleges, and state-owned essential service facilities. Consistent with this authority, each version of the California Building Code (CBC) includes amendments authored by DSA specific to these categories of buildings and/or structures. This talk will provide a basic overview of the organization of DSA amendments within the CBC, highlight various amendments of interest, and focus on changes in the 2019 CBC amendments relative to those in the previous version of the CBC (2016). Content will be limited to DSA amendments relevant to Structural Safety provisions, as amendments specific to Accessibility and Fire/Life Safety provisions are outside the scope of this talk.
2019 CBC Updates to Wood Framed Construction: Kelly Cobeen, SE - Wiss, Janney, Elstner Associates
- The wood design provisions of the 2019 California Building Code (CBC) incorporate the new 2018 edition of the National Design Specification for Wood Construction (NDS), while retaining the 2015 edition of the Special Design Provisions for Wind and Seismic (SDPWS). This presentation will provide an overview of significant changes in the 2019 CBC and 2018 NDS that are of interest to designers of wood-frame structures. The presentation will conclude with a brief overview of future directions for wind and seismic design based on the nearly complete 2021 Edition of the SDPWS.

Rafael Sabelli, S.E., is a Principal and Director of Seismic Design at Walter P Moore. Rafael has earned a Special Achievement Award from AISC, as well as the T.R. Higgins Lectureship award. He is active in the development of seismic design standards for steel systems and is vice-chair of the AISC Seismic Provisions Committee. He is a member of the ASCE 7 Seismic Task Committee and the NIST Building Seismic Safety Council’s Provisions Update Committee. Rafael is the chair of the AISC Structural/Seismic Design Manual committee and was the Project manager for the SEAOC Seismic Design Manual. Rafael is co-author of Ductile Design of Steel Structures and has written extensively on the design and behavior of steel seismic systems. His paper on efficient design for stability, “The Indirect Analysis Method,” is coming out in the next (2020 Q2) issue of the AISC Engineering Journal.He is currently President of the Structural Engineers Association of California and would be speaking about steel if it were not for Jim Malley. Oh, well.
James O. Malley, S.E., is a Senior Principal with Degenkolb Engineers. He received both his Bachelors and Masters Degrees from the University of California at Berkeley. Mr. Malley has over 35 years of experience in the seismic design, evaluation and rehabilitation of building structures. He was responsible for the analytical and testing investigations performed as part of the SAC Steel Project in response to the Northridge earthquake damage. In 2000, AISC presented Mr. Malley its’ Special Achievement Award. Mr. Malley is Chair of the AISC Specifications Committee and the Past-Chair of the AISC Seismic Subcommittee. He was named the 2010 T.R. Higgins Lectureship Award winner for his work on the AISC Seismic Provisions, and in 2012 was given presented with a Lifetime Achievement Award by AISC. Mr. Malley is also a member of the AWS Subcommittee on Seismic Welding Issues. Mr. Malley was also one of the authors of the PEER Tall Buildings Institute “Guidelines for the Performance-Based Seismic Design of Tall Buildings” and is involved in the peer review of numerous tall building projects in areas of high seismic risk. Jim has served as a member of the SEAONC and SEAOC Board of Directors, and was President of SEAONC in 2000-2001 and SEAOC in 2003-2004. He was named a SEAOC Fellow in 2007 and an Honorary Member of SEAONC in 2014. He also was a member of the Board of Directors of NCSEA, serving as President in 2010-1011. Mr. Malley also served as a member of the Board of Directors of EERI and is presently President of the Applied Technology Council.
Jeff Ellis, S.E. is the Director of Codes and Compliance for Simpson Strong-Tie Company Inc. He manages the company codes, product compliance, and technical group efforts and also participates in research and development. He was a practicing design engineer for commercial, residential and forensic projects for more than nine years prior to joining Simpson Strong-Tie in 2000. He currently serves on the ICC Compliance Code Action Committee and ICC-ES Board of Managers and has served as SEAOSC President, SEAOC Secretary, CALBO Structural Safety Committee member, AISI Committee on Framing Standards (COFS) Lateral Design Subcommittee Chairman, and Cold-Formed Steel Engineers Institute (CFSEI) President.
Debra Murphy, P.E. is a licensed professional engineer based out of Oakland, California, and a recent co-founder of Slate Geotechnical Consultants. Her work focuses on geotechnical and earthquake engineering projects for sites throughout the United States and abroad for new and existing buildings, dams and offshore structures. Recently, she has worked closely with leaders in the seismic hazard field to implement advances in modeling which is complemented by her role as the chair of the Ground Motions Subcommittee for the Structural Engineers Association of Northern California. Debra is a member of the 2017 class of EERI Housner Fellows and member of the Board of Directors for Earthquake Engineering Research Institute Northern California Chapter.
Darcie Maffioli, G.E., is a licensed geotechnical engineer in Oakland, California and specializes in geotechnical engineering for new and existing buildings on sites with challenging subsurface conditions that include liquefaction, consolidation settlement, expansion potential, shallow groundwater, and highly variable stratigraphy.
Bryan Frank, S.E., is a graduate of Cal Poly San Luis Obispo and UC Berkeley. He is a licensed structural engineer who worked in private practice for nearly 20 years with Bay Area firms, including DASSE Design, his longest tenure, and most recently Walter P Moore. Bryan joined the Division of the State Architect (DSA) in 2017, serving as a plan review engineer in the Oakland regional office. In recent months he has transitioned into a role with the Codes and Standards Unit of the DSA headquarters office. Bryan has three daughters, all of whom attend public schools. Among other family activities, he currently enjoys finding new bike paths, coaching youth basketball, and Roald Dahl books
Kelly Cobeen S.E., is an Associate Principal with Wiss Janney Elstner Associates in their San Francisco office, and is a registered Civil and Structural Engineer with more than 30 years of experience. Her work includes a wide range of project types, sizes and construction materials, with a special interest in seismic resistance of light-frame construction. She has been involved in numerous code development, research and educational activities, including updates to the NEHRP Recommended Provisions for Seismic Regulations for New Buildings, the ASCE 7 seismic provisions, numerous Applied Technology Council publications, and International Building Code and International Residential Code development, Kelly is coauthor of the Design of Wood Structures textbook, and is a past president and fellow member of SEAONC and SEAOC.
